Function: createBrowserStateStore()

createBrowserStateStore(declarations, config?): Promise<StateStoreBackend>

The store, migrated and ready.

migrate is called here (it is idempotent everywhere) so that a host gets something it can read from, rather than a store that throws on first use for a reason it has to learn.
