isEngineProviderMethod(method): method is "eth_getLogs" | "eth_blockNumber" | "eth_chainId" | "eth_getBlockByNumber"

Whether a method is in the declared set at all.

The predicate the guard below asks, exported because a caller wiring its own proxy in front of the engine (a permission list, an allow-list on a gateway) should be able to ask the engine rather than transcribe its answer.
