readPublicationIndex(locations, fetch?): Promise<ReadPublication>

READ THE FIRST PUBLICATION INDEX ANY LOCATION SERVES.

Walks the locations in order. A location that does not answer (or answers with an error status) is unreachable; one that answers with anything but an index of this format is unreadable-format. Either is logged and the next location is tried; the most specific reason is reported when none serves one.
