Function: isPublicationIndex()

isPublicationIndex(value): value is PublicationIndex

Whether a parsed document is a publication index of THIS format.

The container shape only (format, the snapshots map, the optional seeds map): what an entry holds is the producer's, and the one reader that acts on an entry fetches the body it names and checks THAT on its own terms.
