WHICH PHASE the indexer is in, which is where applications already switch to choose what to render.

InstallingStreamSeed is the boot phase a published stream seed is written to the keeper in. It is here, beside the phases an app already handles, so that the boot becomes visible without every app learning a new field; WHAT the install then did is SyncingState.streamSeed, because a phase says what is happening and not what happened. The phase LEAVES this value the moment the install reaches a terminal outcome, back to Idle until the load moves it on -- an indexer that has finished installing and not yet been asked to load really is idle.
