TxInclusionStatus = "included" | "absent" | "unknown"

Whether the state derived so far already accounts for a transaction.

Three values and not two, because "I cannot tell" is a real answer here and collapsing it into either of the others is what produces a wrong UI: 'included' wrongly means a double-counted optimistic update, 'absent' wrongly means an effect that briefly disappears.
