WHY A RETURNING TAB ABANDONED ITS CATCH-UP for the published snapshot (ADR-0096).

• archive-refused: the node refused the catch-up as needing archive access (ArchiveRefusedError), which no retry and no range size fixes.
• over-budget: the catch-up was estimated to take longer than the app's catchUpWithinSeconds.
