Fill in the defaults, in ONE place.
Mirrors resolveStreamConfig: the default lives with the type it belongs to rather than at each caller, so a second runtime cannot fork it -- which for the POLICY is the point rather than tidiness.
runtimeDefaults is the one thing a caller may answer for, and only for the DROP (see the module JSDoc and PromotionConfig.dropOnPromotion): it is what this runtime does when the deployment says NOTHING, and a deployment that says something is never overridden by it. The resolution still happens here, once, so a runtime supplies a value rather than forking the shape of the answer.
