The OCTETS a seed's content hash is taken over: the compact document, UTF-8.
This function exists so that "which bytes" is one decision made once. The producer hashes what it is about to publish and the loader hashes what it received, and if those two disagree every pinned install refuses with an integrity mismatch while each side's own tests pass.
